Concatenate local JS files

The Geosite Framework has a large number of local JS files that could be concatenated and minified in production. This will reduce the page load and number of requests, but will involve some sort of build process. It's possible we could use the Dojo build system, which is what I think ESRI is using under the hood for it's JS optimizer.
