Regional Planning Issue - Prod

We’ve recently started having issues with Regional Planning only on production. Australia and Ocean Wealth both throw the same error on line 44 of Config.js which is causing Regional Planning not to load any layers after production is built. The build runs fine, with no errors. However, dev is working fine for both sites, and if we build prod using the dev branch, regional planning works again. This may be a Draw and Report error. If you look at layers.json for Australia, reportGpUrl refers to a Draw and Report map service and that is what is referenced in the errors. For now, we've built both prod sites using the dev branch so they are functional at the moment but we need a cause and permanent fix.
