Integrate Bruker to BIDS converter

Create a wrapper around BrkRaw https://brkraw.github.io/ to allow for the conversion of Bruker raw files into the BIDS format directly within RABIES, avoiding the need for users to manually handle separate dependencies.

This is a very big job. Proper BIDS conversion requires intimate knowledge of the dataset so you may have to reproduce most of the interfaces here.

I instead suggest contributing improvements to the install/documentation/features of brkraw.
