PC can not recogonize the stm32 #7

when I programmed the FamicomDumperBootloader.bin or FamicomDumper.bin to STM32 MCU by STLINK V2 and connect the dumper to USB, the device cannot be recognized by PC(win10 64 bit), the PC showing unknow device, if anyone could give a guidance for how to make it work will be appreciated.

BTW I used the right 16MHZ crystal.

The led doesn't work either..

I didn't change the layout just replaced some 0402 components by 0603 ones.
