Discussion: valuable to have two metrics. One that captures the current state. Another that captures the trend.

The second (the trend) can generally be reported by a metric management/reporting system but the way CSA metrics are shared it is potentially beneficial to define a trend metric w/in the metric catalog. This enables the trend metric to be reported to stakeholders using the same mechanisms used to report other CSA metrics.
