Create process for translating/syncing submitted comments between English/French #4

this might one of a few tactics:

manually translating comments from one english pol.is convo to french one, and vice versa
creating a simple app that uses the Pol.is API and Google Translate API to quickly translate and sync new comments back and forth from each. (These translations could then be cleaned up by native speakers.)
