Make a background generator which creates a plausible background for an NPC.

Perhaps make a long term background:

Johny was born in the south but never knew his father. He attended a trade school until he was forced into an apprenticeship. His employer beat him so Jonny ran away to the circus.

as well a recent history:

Recently Johny moved north in search of work and while taking a few jobs doing what he can but he has not been able to find full time work. Money is getting tight and Johny is getting desperate.
