Airgapped Environment

Is your feature request related to a problem? Please describe.
I would love to use this in my environment, however it is an airgapped environment and cannot use this in its online only form.

Describe the solution you'd like
The ability to download and run the utility locally and make the icon that is generated for new installs with microwin run from a local source (be it local on that computer or locally from within the environment)

Describe alternatives you've considered
Alternative is not being able to use the tool.

None really, i feel like this is a pretty clear description.

@aevans1987, you should be able to download the WinUtil script and run it in the air-gapped environment.
