Can I get an explanation on how to use this? Can the virtual devices remain permanent?

The virtual device is permanent, but sending an application to it is not. Supposedly qjackctl or other session managers should be able to persist connections across closing programs/rebooting, but I haven't figured out how to make them work consistently.
