IMHO there is too much hardware possibilities in play here to narrow down where the issue is. It could be an issue between the wifi adapter and the wifi AP among other things.
In a nutshell wifi is very tough to troubleshoot and this comes from someone who worked for a WISP that used 2.4Ghz commercial grade gear.
You are going to have to start pulling logs and testing which is also going to need ALL network hardware to be rebooted multiple times.
I also avoid intel wifi gear as I have had multiple issues with their wireless products over the years and a search pops up lots of issues with Linux and the adapter mentioned.

Wireless performance when downloading via steam seems to limit itself to 300KB/s-2MB/s fluctuating in waves.
In comparison, the Steamdeck OLED on the same network in the same vicinity of the AOKZOE pulls down ~50MB/s. when downloading from Steam.
