add new LBaaS APIs to CLI

we have a new LBaaS offering in VA1 & UC1 (more soon).
please begin the process to add this to the CLI

@bowlindm its probably worth guiding the team as to how you want the shift done to the new service from the old. for now my view is to create a new CLI area called LBaaS
