If any of the requests performed during initialization (i.e. shortcodes, rules, tabcategories) fail or time out, then app initialization is doomed. Delegate these requests from the splash screen over to a new initialization screen, so that requests can be interactive, and errors may be handled for retry. This is one component for the implementation of #16 .
