perf-test: automate perf-test process and add to CI

automatically run small scale run (500 nodes) for assigned time in each week.
semi automated tools that we already have:

1. log collection tool: https://github.com/sonyafenge/arktos-tool/tree/master/logcollection
2. log analysis tool: https://github.com/sonyafenge/arktos-tool/tree/master/perftools
