[feat] add wheel scroll support

Feature:

I was wondering if wheel support could be added...

recently, my mouse wheel is acting: when i scroll down, it suddenly scroll up few times before i regain wheel control (and vice-versa)...

then, i wondered if it was possible to add wheel rules, like a normal delay, and a rule stipulating that when a wheel down has been detected, if a wheel up is detected in the span of [user set time, default 100ms], it does nothing and wait time is restarted...
