Write a guide for contributors and document how to become a COL source.

Ideas:

  • How to submit it (formats, checklistbank, open a ticket requesting a change)
    • You will receive a reply within 3 days confirming it is submitted, and ensuring that we have communications open
  • What you can do to make a review easier, and improve likelihood of accepting
    • scale - too big, will be too hard to review, consider starting with a smaller change (or whatever)
    • include all existing names from COL - if you remove a lot of names, it will likely be difficult to accommodate
  • What happens when submitted:
    • The group responsible for the current sector will be consulted
      • They may approve it and the COL editor will apply the decision in the next release
      • They may request some changes and communicate with you
      • They may flag serious concerns
        • We then initiate a wider discussion with <who?> to resolve and vote on the disagreement
      • They may request you to join their effort and contribute to an aggregate that is then the sector in COL
    • If the current sector holder is non-responsive, this is put to <which group?>. They meet each <month?> and will be discussed at the next meeting
  • etc etc
