keep getting the error, and i am not able to verify my project policy ID #5951

the message i get every time as below
"Dear Contributor,
This request will now be closed, make a new ticket with the following criteria; the new file must be within the 'Projects' directory. Please check the README.md file for further information"

Can someone help me with getting my Project policy ID verified.
