Chandra Dressed to kill -7 emblem does not work

Describe the bug
After claiming the emblem by using the -7 ability on the planeswalker, each cast of a red spell correctly asks for a target to apply damages based on the casting cost, but do not actually case any damage

To Reproduce
Steps to reproduce the behavior:

1. Play -7 ability on Chandra Dressed to Kill
2. Get the emblem and the red spells from the deck into the removed from game zone.
3. Cast any of them, and correctly target the opponent with the effect that deals damages based on the casting cost
4. See error, as the spell is cast but no damage is applyed

Expected behavior
Any spell cast should deal damages based on the casting cost to any target
