User Story
A concise description of what you expected to happen (one paragraph).
As a user, I would like to be notify when layers are loading. At the same time as well for long process like loading data table.

NOTE from OSDP
UX issue that the user is totally unaware that the map is still working on presenting the request, because any indication is offscreen, buried in under the layer tab. I myself have encountered a number of cases now where I thought the viewer failed to load content, only to see that after waiting a very long time it appeared or realized it wasn’t showing at the default resolution. End users won’t be as patient and will assume its simply broken

Implementation UI
Use Snack bar to show message at interval to say layer is still loading and have a button to cancel (similar to RAMP)

If needed, what user interface do you suggest, feel free to add mockups.
