Add feature: longitudinal and transverse diffusion coefficients

I suggest implementing the known dependence of our diffusion coefficients during the drifts as a function of the drift electric field, and not as hard coded numbers in the configuration file.

For example one could implement it as a look-up table from the following plot (valid for a 1 atm gas mixture):
