App doesn't validate incoming WaterML data

The app currently assumes the WaterML files obtained through WaterOneFlow are valid. However, this is not always the case, so these files will cause the resource creator to raise errors.

This can be partially fixed using the schema validation feature of the lxml library, but the fix may have to wait until Tethys is released using Python 3.
