Create Interprocess Interface

The inter-process interface with XMLRPC is almost complete with the Scheduler/Telescope communication.
The implementation can do points 1 and 2, but no description yet. I have it running locally and need to test it in one of the linux machines.

I need to clean up the code and write better readme's or doc's.

PS: Sorry, I didn't know this creates one message for every time I change the issue from column to column.
