Every page has the same title #233

I think every single page on the site has the same title right now. We may want to check in with @kacinash what the titles should be.

As an example, this page:

http://earlywashingtondc.org/maps/directory_dc

Should be something like:

  • Early Washington, D.C., Interactive Map, O Say Can You See: Early Washington, D.C., Law & Family

though I am wondering if we should shorten "O Say Can You See: Early Washington, D.C., Law & Family" to "O Say Can You See" for the secondary pages. Thoughts?

Orchid has this built in, so we can use that as an example https://github.com/CDRH/orchid/blob/dev/app/views/layouts/head/_head.html.erb#L3

Maybe even just "OSCYS: Early Washington, D.C., Interactive Map" for the secondary pages?
