Data loading error when opening a processing inspection on a new phone

If a user open his inspection on an another phone the data on the inspection hasn't been downloaded on the phone so the whole inspection isn't loaded but the navigation is allowed and open empty pages.

Scheme to reproduce:
Download and start an inspection on a device. Take another device log with the same user and click(to open not to download) on the same inspection. The inspection will open with processing status with all permission but no data.

Modification:
If a user open his inspection on an another phone, disable navigation menu and ask question to download data on open inspection clic action (Inspection isn't downloaded locally).
Example:

• This inspection is in processing on another device by "user name", do you want to download it and restart the inspection from zero ?
  If yes then download inspection data and enable navigation, else open inspection in viewing mode(no edit action allowed neither navigation).
