As board members, we want to get an e-mail with the information regarding the current members and their respective membership status.

I would rather see this issue split up in 3 separate issues, since each 3 of the listed bullet points has its own use case and requirements. I have another use case for which I would like to be able to send emails, but if I add it to this issue this will just keep growing forever.
I agree we need a centralized mechanism for sending emails, but just implementing that mechanism with any actual email being sent, does not delivery value.
If we split up this issue, in whichever issue we implement first we will implement that central email mechanism.
