Implement runtime library scaffolding

Implement the scaffolding for the runtime library, so that there is a place to start implementing data structure definitions, memory management, scheduling, etc. Use Meson for the build system. (Note that hmc's compiler server functionality will subsume most dependency tracking and compilation functionality for Hemlock projects, so Meson will only be a build-time dependency.)
