Punish hodlers ?

We want to encourage people to spend.
Hence we should put incentives on the people to spend.
Should we punish hodlers?
The problem with punishing hodlers is that our timescale is days, though if we have the time of their last transaction we can have a probability of punishing proportional to the amount of time since the last transaction.
