It would appear when purchasing a API key you can view the terms of service here https://transactions.sendowl.com/orders/147172383/ff8c1fe27468d4610fa2a0b2c66fd550/2 which has a link to https://blockchair.com/terms but when visiting that page I get a 500 error.
