Install dotnet via Ubuntu packages #379

According to https://learn.microsoft.com/en-us/dotnet/core/install/linux-ubuntu-2204, Dotnet is now in the Ubuntu repository. We should use these if rmspc passes building with it. See https://learn.microsoft.com/en-us/dotnet/core/install/linux-ubuntu-2204#install-the-runtime.

Note: Attempting to use dotnet in the ubuntu and microsoft repositories will cause errors.
