Custom UI Tooltip attributes work only on Global object

Hello.
It's not mentioned in the documentation that Custom UI's Tooltip attributes work only for Global object. If Custom UI element was created on any other object - Tooltip attributes have no effect. The only way to create e.g. Button with tooltip is through Classic UI element creation (self.createButton()). I think this information should be mentioned in the documentation.
