[Bug]: Internal User[view only] role - able to create key

What happened?

@krrishdholakia @ishaan-jaff ,
when we are inviting any user from litellm console and providing them internal-user[view only] role still user is able to create key. it looks like bug in the application because as per litellm docs user should be able to view their keys and spend.
