Remove stale issues

Come up with an issue for dealing with issues staling. Issues with no tags should never go stale, but there should be a whole host of tags which result in issue staling (Not enough details, Not reproducible). By default issues should be labelled with something indicating they haven't been reviewed.

My current idea is a new triage maintainer role which can only interact with issues given to volunteers that have the contributor role (but this will be up to my discretion and isn't a guarantee).
