Balancer will start earning bribs based on voting with our vlAURA. Here's the plan:

bribes will be claimed and sold into usdc biweekly (this can be done in msig-ops)
generate a payout csv for the last voting data along with 30% treasury fee, can use something like this CSV format
distribute remaining 70% of bribes based on last vote's weights.

subgraph queries can be implemented and called from bal_addresses

details on distribution weights and process are in BIP-508
