Converter Plugin 1.0.0

Initial release of the Converter plugin for Paper 1.18.2, this plugin is used to convert unique cases which get added to .json files by the converter. These files are added to the plugin folder so they can be read by ingame.

This is the actual converter which is run from command line, with the following command.
java -jar CC-1.18.2-Converter [number of threads to use]

The resulting output will have the region files in /region/, the .json files to use with the plugin in /post-processing/ and .json files storing the locations of all the entities in /entities/
