Factor Docker version strings out

We repeatedly use various Docker version strings, but don't have a central place that we define them (e.g., quay.io/ucsc_cgl/samtools shows up 12 times). We should probably define these version strings in a central location (toil_scripts.tools.tool_versions?) for consistency.
