Route: courseManagement/specialCourses/

On this page where the admins view the special topics course requests in different tabs, the language should be changed when there are no special topics course requests in the tabs. For example, when there are no special topics that have been approved, the area when you click the approved tab says, "There are no special topic requests for Approved." It does something similar for the other tabs as well. Let's improve the wording here under each tab. Maybe something like, "There are no approved special topics course requests for this term."
