Configure and validate the use of App Configuration for creation of configuration maps.

When working with OSDU Services specific values files that contain environment specific values is required. The capability for creation of config maps exists as part of the bicep infrastructure. The goal is to leverage the new AppConfigurationProvider which then would do this capability dynamically, a much cleaner, and more reliable solution.

The dev-sample should pull a value from a config map created by the AppConfigurationProvider with settings in App Config.
