Describe the bug
Provided roles are not sufficient to apply the scenario.

To Reproduce

rover -lz /tf/caf/caf_launchpad \
  -launchpad \
  -var-folder /tf/caf/caf_launchpad/scenario/200 \
  -level level0 \
  -a apply

**Expected behavior**
Apply completed successfully.
