Improve documentation for StorageAccountsBlobService changeFeed

Describe the current behavior

The documentation does not align with the documentation on enabling a changeFeed from the Enable and Disable a Change Feed documentation where it states

Only standard general-purpose v2, premium block blob, and Blob storage accounts can enable the change feed. Accounts with a hierarchical namespace enabled are not currently supported. General-purpose v1 storage accounts are not supported but can be upgraded to general-purpose v2 with no downtime

Describe the improvement

Please update this section of the documentation for StorageAccountsBlobService changeFeed to be clear what storage account kinds the changeFeed parameter is supported against.
