[Feature]: Add -WhatIf switch to New-AzRoleAssignment

Description of the new feature

In contrast to many other New-Az* cmdlets the New-AzRoleAssignment does not support the -WhatIf parameter.

Request to add this option with the usual behavior to show what would happen if the cmdlet runs without actually making any changes.
