Steps to reproduce
Issue can be reproduced while applying tags to a DNS Zone resource with a : in the Tag name
$tags=@{"ms:resource:usage"="CloudShell"}
New-AzTag -ResourceId /subscriptions/***/resourceGroups/***/providers/Microsoft.Network/dnszones/dnszone.com -Tag $tagsThe above returns OK in the response status code but does not actually apply tags to the resource. Works with other resource types like Public IPs, however.
