Automate the deployment of the azure-voting app application using the GitOps tool Flux

Acceptance Criteria:

Application is successfully deployed using Flux
Documentation is provided on how best use the provides sample code

The ArchoCD version of this user story has already been implemented. We just need to implement it with flux as well.
