Description:
Setup the GitHub workflow to perform canary deployments of the azure-vote sample app

Acceptance Criteria:
1-Implement the workflow code, which should include:
-App insights telemetry
-Playwright web tests
2-Document the steps and provide guidance on how best use the workflow in a customer environment
