[BUG] Missing disk operation metrics

I want to see metrics related with disk attach/detach times .

Lack of this metrics gives no visibility what is happening there

WALinuxAgent isn't involved in disk attach operations. @anhvoms Could you please take a look at this if there are any disk attach operations in provisioning?
