Describe the bug

The' Ensure Autoscale feature has been enabled' flags up against an application gateway that seems to have Autoscale enabled already.

To Reproduce

Steps to reproduce the behaviour:

1. Create an application gateway with Autoscale enabled
2. Run the analyser script against it
3. Review the error in the xlsx generated.

Expected behaviour

I would expect the recommendation to not be flagged as Autoscale is enabled already.
