Cannot find az when opening repo in a devcontainer #184

Opening a devcontainer in vscocde locally you get this error:
ERROR: failed to solve: process "/bin/sh -c az bicep install" did not complete
/bin/sh: 1: az: not found

Any idea why it can't find az?
