Adapt the pause method such that requires less coordination

Pausing the governance contract currently requires the multi-sig address made up of the GrantShares members. Getting enough members to sign the pause transactions takes some coordination, which can, at times, be slow.

Implement a pause mechanism that requires less coordination.
