What
The tips may be very unlikely to be seen if one just clicks the + button (main block inserter in top right) without typing anything. In this scenario, they are at the very bottom of the very long list of blocks.

Why
Tips are helpful but are not getting the deserved visibility IMHO.

How
It may be better to show them in the inline/quick block inserter (just above or below Browse all) or another more visible place. A designer input would be helpful here.
