How does the randomization work on quiz category questions?

Here's a setup from an exam we're building:

I have limited the number of questions to 75. Each category is allowed about 10 questions.

Does this mean, that once it reaches "Cloud services" category (Q's 70-79) - it won't include questions from beyond those categories?

I've always made the assumption up until now, that it takes a question from all the categories.

I ran an experiment with some categories, and it does generate a quiz from the ENTIRE pool.
