Update @wordpress/interface to 4.5.0

There are no documented changes for 4.5.0 but it is stopping the inspector from toggling until the page is reloaded.

#39449 is probably a likely target.

To make matters more complicated, this package is bundled with the build (unlike most other packages which are external). This makes it quite difficult to test.
