allow '' (blank) to be set in location config file search #175

Currently location = in the config file filter effectively means all or *. There doesn't seem to be a way to set this to '' for explicitly nothing

traditionally '' (two single quotes) or -- is used to denote a 0-len string, but anything similar should default to nada
